After decades of scarcity as a result of climate change and famine, crime and violence are out of control in the city of L.A. In the absence of government leadership, unsanctioned militia groups are forming. In order to control the city and its growing population, the militia groups are forcibly sterilizing those they consider unfit to procreate.
